Billy Frank Jr. speaks to federal officials at the Nisqually refuge

A group of federal officials recently visited the Pacific Northwest for a listening tour. During part of their visit, they met with local officials, including members of the Nisqually tribal council, at the Nisqually National Wildlife Refuge.

Billy Frank Jr., chair of the Northwest Indian Fisheries Commission, gave a short talk along the banks of the Nisqually.
